Is it normal for a fledgling to repeatedly open its mouth and close it without making any noise?

I saw a bird at the park, it was probably a fledgling and it was just opening its mouth and closing it, and it wasn't making any noise. I'm not sure whether I should pick it up and bring it to a professional or just let its parents take care of it. Please answer me asap.
