Can a visa or pport be denied due to a bench warrant that was issued due to an accident with no insurance?

I was in an accident three years ago with no insurance, and I was late on a couple restitution payments. There is a bench warrant out on me. I have since caught up the payments, but they will not lift the bond until it is all paid up.
